Qualifications & Responsibilities for Elected & Appointed Leader Positions

In Toastmasters District 26, elected leader positions are the backbone of our organization, ensuring that our clubs thrive and our members grow. These roles are crucial for maintaining the high standards and achieving the goals set forth by Toastmasters International. From guiding club growth to enhancing educational programs, each position plays a vital part in our collective success. Through dedicated service, our leaders will  inspire and empower members in these July 1,  2025 district boundaries:

  • Colorado
  • Wyoming (except the Counties of Teton, Lincoln, Sublette, Uinta, Sweetwater and Crook)
  • Nebraska (The 11 counties that are directly north of the Colorado boundary in the Nebraska Panhandle)

–Banner, Box Butte, Cheyenne, Dawes, Deuel, Garden, Kimball, Morrill, Scotts Bluff, Sheridan, Sioux

  • Utah (East of the Green River, Colorado River and Lake Powell, including the City of Green River, Utah)
  • New Mexico (The 18 counties that are directly south of the Colorado boundary)

–Bernalillo, Cibola, Colfax, Guadalupe, Harding, Los Alamos, McKinley, Mora, Quay, Rio, Arriba, San Juan, San Miguel, Sandoval, Santa Fe, Taos, Torrance, Union and Valencia.

DISTRICT LEADER POSITIONS

All District leaders must be active individual members of Member Clubs in good standing with Toastmasters International under Article III, Section 8 of the Bylaws of Toastmasters International.

  If the Candidate’s Club is newly assigned to a District,  the Individual’s Membership Eligibility to serve as a District Officer is valid in the new District.

A member may not be a candidate for District positions elected by the District Council while actively competing in a current Toastmasters speech contest cycle.

District Director: Chief Executive Officer

The District Director serves as the Chief Executive Officer of Toastmasters District 26, tasked with steering the District towards excellence. This role requires a strategic vision to foster strong clubs and maximize growth in education, membership, and club development. The District Director motivates the team to achieve Distinguished recognition, ensuring that all activities align with the mission of Toastmasters International.  This position is pivotal in promoting a culture of excellence and volunteer leadership throughout the District.

Qualifications:

  1. served at least six (6) consecutive months as a Club President and
  2. at least 12 consecutive months as a Program Quality Director, Club Growth Director, Division Director, or a combination of the preceding in the District in which they shall serve.

Program Quality Director

The Program Quality Director plays a crucial role in ensuring that each club and member within the district benefits fully from the Toastmasters experience. This position involves providing strategic direction and guidance to Division Directors, Area Directors, and Club Officers, focusing on educational opportunities and resources. The Director is responsible for designing and implementing successful training programs, conferences, and other educational events that align with the district’s goals.

Qualifications:

  1. at least six (6) consecutive months as Club President and
  2. at least 12 consecutive months as a Program Quality Director, a Club Growth Director, a Division Director, an Area Director, or a combination of the preceding in the District in which they shall serve.

Club Growth Director

The Club Growth Director is tasked with expanding the reach of Toastmasters by increasing membership and establishing new clubs. By promoting membership benefits and fostering a supportive community, the Club Growth Director plays a crucial role in achieving the District’s growth objectives. This role encourages strategic planning and execution of marketing objectives, as well as developing programs for club development and membership retention. The Director works closely with the District Director to ensure the benefits of Toastmasters are accessible to more individuals.

Qualifications:

  1. at least six (6) consecutive months as Club President and
  2. at least 12 consecutive months as a Program Quality Director, a Club Growth Director, a Division Director, an Area Director, or a combination of the preceding in the District in which they shall serve.

Division Director

As a Division Director, you will lead efforts to achieve the  district’s mission within your division by focusing on building and retaining membership, extending clubs, and achieving educational milestones. You will ensure that each club within your division realizes its mission and fulfills its responsibilities to members. By providing support and resources through Area Directors, you will help clubs achieve Distinguished recognition, contributing to the overall success of the district.

Qualifications:

  1. shall have served at least six (6) consecutive months as
    members of a District Council (e.g. Club President, Vice President Education, or Area Director, District Administration Manager, District Finance Manager)
  2. To the degree practicable, they will have
    served as a member of the District Council in the District in which they
    shall serve.

APPOINTED LEADER POSITIONS

Rounding out the District Executive Committee are the following incoming District Director- appointed positions.  The District Leadership Committee will be interviewing for these positions.

District Administration Manager

As the Administration Manager, you are responsible for maintaining the historical records of the District, recording and distributing meeting minutes, and otherwise maintaining accurate, timely records of District business. The Administration Manager is appointed at the will of the District Director, subject to the approval of the District Executive Committee and confirmation by the District Council. You are eligible for re-appointment for one succeeding term only. The office of Administration Manager and Finance Manager may be combined.  Competencies (Skills, Knowledge, Characteristics, Attributes)

District Finance Manager

As the Finance Manager, you are tasked with the fiscal oversight and management of the District. The Finance Manager works closely with the District Director, Program Quality Director, and Club Growth Director to ensure that the District is making cost-effective decisions—within policy—that result in effective fiscal management. The Finance Manager should have knowledge of accounting and be acquainted with the handling of financial matters. The Finance Manager is appointed at the will of the District Director, subject to the approval of the District Executive Committee and confirmation by the District Council. You are eligible for re-appointment for one succeeding term only. The office of Administration Manager and Finance Manager may be combined.  Competencies (Skills, Knowledge, Characteristics, Attributes)

Public Relations Manager

As the Public Relations Manager, you are responsible for coordinating publicity efforts in the District. By establishing and maintaining lines of communication between the District and its members, as well as between the District and the public, you work to increase awareness of Toastmasters through all available media. The Public Relations Manager is appointed at the will of the District Director, subject to the approval of the District Executive Committee and confirmation by the District Council. You are eligible for re-appointment for one succeeding term only.   Competencies (Skills, Knowledge, Characteristics, Attributes)

Area Director

As Area Director, you serve as the direct liaison between the District and the clubs. The District Administrative Bylaws provide for the selection of Area Directors either by appointment by the District Director or by election by the Area Councils. Toastmasters International recommends that District Directors appoint Area Directors. Area Directors conduct club visits twice a year within their respective areas to understand and support club needs. In turn, these visits help District leaders understand how to support and meet the needs of each club. It is important that Area Directors have the support they need to serve clubs. The success of the District depends on it. Area Directors are eligible for re-appointment for one succeeding term only. Ideally, Area Directors have served as members of a District Council.
